There should not be a law that force us to help others in need of help. First of all how would government officials know if we are helping others or not? If they did know they would be wasting time finding who is not helping instead of actually helping by themselves. There are people are already assigned to do certain task such as police and fire fighters. People who do good deeds are known as samaritans. Being a good samaritan helps promote the idea of karma which is what comes around goes around. In addition, I do believe that people should help others because one day, it could be you who is in need of help.
