The meaning in being a good Samaritan is helping other in need. However, it shouldn't be forced by law to do something, others may not like to do. It really isn't neccesary to see a situation you don't want to get involved in because other people may have problem that would like to keep to themselves. situation such as gun shots, fights, vandelizing stores, thats why we have the police to help our society. In other words, we should help others but making a law about this is no ones business
