Should there be a law that requires us to help others?

There has been great controversy in the idea of creating a law the forces us to be good citizens. There shouldn't be a law that requires us to be good members of the community. It should be a choice if you want to aid people that are in need. If the law is created, then it defeats the purpose of having people like police officers and fire men. They're jobs were created in order for them to specialize in those area and we don't have to be involved. It is sort of like saying that we will get fined if we don't assist an old lady by carrying her grocery bags. It would be kind to help her but we shouldn't be penalized by not helping her. It is illogical.
